Users are not allowed to refrain from flooding( send spam message)/ impersonating others / posting foul language messages, but is allowed to post messages other than meteorology(except illegal content and personal life of the owner of the website) to enhance the  free discussion. Whether users should be blocked is decided by the owner of the website.
